Dr. Eng. Silver Mugisha

Managing Director NWSC

Dr. Eng. Silver Mugisha is a distinguished professional, accomplished engineer, and highly regarded leader in the water and sanitation sector. Serving as the Managing Director of the National Water and Sewerage Corporation (NWSC) in Uganda, he has earned widespread recognition for his innovative approaches to improving access to clean water and sustainable sanitation services across the country.

With over two decades of experience in the water sector, Dr. Mugisha holds a Ph.D. in Engineering and is a passionate advocate for the integration of technology, operational efficiency, and community-centered solutions to address water challenges. His leadership has been instrumental in driving NWSC’s transformation into a globally recognized utility for its excellence in service delivery and operational performance.

Under his stewardship, NWSC has achieved remarkable milestones, including expanding water supply coverage, enhancing infrastructure resilience, and promoting customer-centric service models. Beyond his executive role, Dr. Mugisha is also an active researcher, author, and mentor, contributing extensively to capacity-building initiatives and thought leadership in water management both regionally and internationally.

Dr. Mugisha’s vision for sustainable water and sanitation services reflects his deep commitment to ensuring that no one is left behind, making him a revered figure in the water and sanitation sector globally.

Dr. Rose Christine Kaggwa

Senior Director of Business and Scientific Services

Dr. Rose Christine Kaggwa is a distinguished Chemist with a Ph.D. in Environmental Sciences and a Master’s degree in Water Quality Management. With over 30 years of experience in water and sewerage technical operations, she has become a prominent leader in the water sector, renowned for her expertise and impactful contributions.

Currently serving as the Senior Director of Business and Scientific Services at the National Water and Sewerage Corporation (NWSC), Uganda, Dr. Kaggwa has held various management roles within the organization, demonstrating exceptional leadership and strategic vision. She has been instrumental in championing the implementation of water safety plans within NWSC, significantly enhancing water quality and safety standards across the corporation.

Over the past years, Dr. Kaggwa has also spearheaded the progressive growth of NWSC’s External Services Department, the consultancy arm of the corporation. Under her guidance, the department has expanded its scope, delivering high-quality consultancy services and fostering partnerships both regionally and internationally.

Dr. Kaggwa has successfully executed numerous assignments involving capacity-building program development, performance improvement planning, water quality management, and training. Her expertise has been sought in countries such as Kenya, Tanzania, Ethiopia, Nigeria, Rwanda, India, Zambia, and Trinidad & Tobago, where she has facilitated workshops and supported various initiatives to enhance water and sanitation services.

A true pioneer and mentor, Dr. Rose Christine Kaggwa continues to contribute significantly to the water sector through her unwavering commitment to innovation, capacity development, and sustainable water management solutions.

Eng. Jude Mwoga

Senior Director for Information & Business Solutions

Eng. Jude is a highly accomplished utility management expert with over 25 years of extensive experience in strategic planning, project management, change management, performance improvement planning, institutional development, and capacity building. He holds a Master’s degree in Sanitary Engineering with a specialization in Water Sector Utility Management and has received additional training in Contract Management, Utility Regulation and Strategy, as well as Project Monitoring and Evaluation.

Currently, Jude serves as the Senior Director for Information & Business Solutions at the National Water and Sewerage Corporation (NWSC). In this capacity, he is responsible for monitoring and evaluating NWSC operations across all 29 operational towns, ensuring efficiency, effectiveness, and alignment with the corporation’s strategic objectives.

Throughout his career, Jude has worked on numerous projects and led expert teams on assignments involving utility management capacity building, business and strategic plan development and implementation, and contractualization in utilities. He has also played a key role in designing and implementing decentralization strategies, administering performance and management contracts, and developing change management approaches and strategies for utilities.

Eng. Mahmood Lutaaya

General Manager KW

Mahmood is a seasoned Monitoring and Evaluation (M&E) expert with over 20 years of experience in utility management. His expertise lies in performance planning and management, monitoring and evaluation of utility operations, and the design and implementation of delegated performance contracts. He holds a Master’s degree in Infrastructure Planning and possesses a unique blend of skills in institutional framework development, infrastructure condition assessment, and developing robust M&E systems.

Currently serving as the General Manager for Kampala Water at the National Water and Sewerage Corporation (NWSC), Mahmood oversees the operations and performance of Uganda’s capital city water supply, ensuring efficient service delivery and operational excellence.

Mahmood has an impressive track record in developing and implementing performance improvement plans, designing metrics and process benchmarking systems, and creating utility performance standards and databases. He is also well-versed in incentive-based contracting and appraising capital projects. His work has significantly enhanced the performance of water utilities both within Uganda and across other countries.

His expertise has been sought in Uganda, Kenya, Tanzania, Rwanda, Ethiopia, Zambia, Trinidad and Tobago, and South Sudan, where he has successfully delivered assignments related to performance improvement, benchmarking, and M&E systems.

With his deep knowledge and commitment to driving efficiency and innovation in utility management, Mahmood continues to be a key contributor to the advancement of water and sanitation services in Uganda and beyond.

Dr. Frank Kizito

Chief Asset Management

Dr. Frank Kizito is a distinguished Civil Engineer with over 25 years of experience in water and sanitation utility operations. He holds a Ph.D. in Land and Water Resources Engineering from the Royal Institute of Technology (KTH), Sweden, in partnership with Makerere University, Uganda. He also holds Bachelor’s and Master’s degrees in Civil Engineering and has dedicated his career to enhancing operational efficiency through data-driven decision-making in the water sector.

Dr. Kizito has served in various key roles at the National Water and Sewerage Corporation (NWSC), including Head of the Information Systems Department at Kampala Water and currently as Head of the Decision Support Systems Unit. In these capacities, he has designed and deployed numerous custom database applications and information systems to support NWSC operations in Kampala. His expertise in Geographic Information Systems (GIS) has been instrumental in supporting research studies and engineering projects related to water supply and sanitation.

Dr. Kizito has also contributed significantly to NWSC External Services by providing technical expertise to regional water utilities, including the Dar es Salaam Water and Sewerage Corporation (Tanzania), the Harari Region Water Supply and Sewerage Authority (Ethiopia), and multiple utilities under the Lake Victoria Region Water and Sanitation Project (UN-Habitat). He has spearheaded the development and implementation of customized billing and GIS systems, ensuring efficient service delivery and performance improvement.

As a GIS and Decision Support Expert, Dr. Kizito plays a crucial role in capacity building, database administration, GIS roll-out, modeling, and decision support systems for operations planning. His hands-on expertise in these areas continues to add immense value to NWSC’s capacity-building programs and the broader water utility sector.

Eng. Zainab Mpakiraba

Manager External Services

Eng. Zainab Mpakiraba is an accomplished engineer with over 20 years of experience in operations and utility management, specializing in planning, management of utility operations, and capacity development. Her expertise spans monitoring and evaluation (M&E) systems, performance improvement planning, utility performance standards, project management, procurement, change management, business planning, and documentation.

She holds a Bachelor of Science degree in Mechanical Engineering and has received additional specialized training in Integrated Water Resources Management, Decentralized Water Supply and Sanitation, and Project Monitoring and Evaluation.

Currently serving as the Manager, External Services at the National Water and Sewerage Corporation (NWSC), Eng. Zainab oversees a range of projects under the External Services Unit, ensuring the successful execution of capacity-building initiatives and strategic interventions.

She has played a key role in situational analyses, capacity-building programs in utility management, systems analysis, strategy formulation, and effective change management approaches. Her consultancy expertise has benefited utilities in Uganda, Kenya, and Tanzania, where she has contributed to enhancing operational efficiency and institutional development.

With her vast experience and technical acumen, Eng. Zainab continues to be a driving force in utility performance improvement, strategic planning, and knowledge transfer, making significant contributions to the water and sanitation sector.
